I have reason to believe that Wai-wn Pu have informed Viceroy that tax is illegal except in cases where it was paid at time of purchase of raw opium. You will see from my various despatches that Wai-wu Pu have consistently refused to admit that levy of additional taxation of prepared opium at a treaty port is an infringement of additional article.
